finally took to her feet in Parliament on Wednesday to announce the government\u2019s Autumn Budget.&nbsp;<\/p>\n\n\n\n<p style=\"font-size:16px\">Rachel Reeves has been working to produce a strategy that would be able to satisfy the OBR\u2019s stipulations, without raising income tax.&nbsp;<\/p>\n\n\n\n<p style=\"font-size:16px\">As a result, much of this year\u2019s Budget was plagued by mishaps, u-turns, and empty promises, leaving members of the public unsure as to what it had actually achieved.<\/p>\n\n\n\n<p style=\"font-size:16px\">One Sheffield resident said: \u201cIt was a bit of a damp squib really, wasn\u2019t it?<\/p>\n\n\n\n<p style=\"font-size:16px\">\u201cNo one\u2019s really going to benefit from it.\u201d<\/p>\n\n\n\n<p style=\"font-size:16px\">Many have put this down to an absence of courage amongst Labour politicians, particularly surrounding the introduction of an effective wealth tax.<\/p>\n\n\n\n<p style=\"font-size:16px\">Another local resident said: \u201cWe\u2019re just in a slow decline.<\/p>\n\n\n\n<p style=\"font-size:16px\">\u201cLabour are scared to tax capital and the Green party are obviously gaining more attention because of that.\u201d<\/p>\n\n\n\n<p style=\"font-size:16px\">Perhaps the biggest change to public spending was the Chancellor\u2019s decision to scrap the two-child benefit cap, which had originally been imposed by the Conservative government back in 2017.<\/p>\n\n\n\n<p style=\"font-size:16px\">This particular development has enjoyed a strikingly positive response from Labour backbenchers, helping to strengthen Keir Starmer\u2019s leadership after a shaky few weeks.&nbsp;<\/p>\n\n\n\n<p style=\"font-size:16px\">Another member of the public, who is local to Sheffield, agreed: \u201cPeople are struggling.<\/p>\n\n\n\n<p style=\"font-size:16px\">\u201cThere\u2019s some pockets of entrenched poverty in Sheffield where it\u2019ll definitely help.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"572\" height=\"328\" src=\"https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2025\/11\/Picture1.png\" class=\"wp-element-caption\">Professor Jesse Matheson thinks that Reeves \u2018did what she needed to do,\u2019 faced with a challenging set of circumstances (Source: Tom Church)<\/figcaption><\/figure>\n\n\n\n<p style=\"font-size:16px\">Breaking with the mainstream narrative, Jesse Matheson, Professor of Economics at the University of Sheffield offered a comparably sympathetic analysis of Reeves\u2019 performance.<\/p>\n\n\n\n<p style=\"font-size:16px\">While he agreed that this was not a ground-breaking Budget, by any means, he was quick to credit the Chancellor with having done the best that she could, despite a challenging set of circumstances.<\/p>\n\n\n\n<p style=\"font-size:16px\">Professor Matheson said: \u201cI think it\u2019s turned out as well as it possibly could have for Rachel Reeves.<\/p>\n\n\n\n<p style=\"font-size:16px\">\u201cI was actually really impressed with how well it was handled politically because this was a really tough
