{"id":64602,"date":"2024-05-03T10:00:46","date_gmt":"2024-05-03T09:00:46","guid":{"rendered":"https:\/\/sheffieldwire.co.uk\/?p=64602"},"modified":"2024-07-22T10:27:45","modified_gmt":"2024-07-22T09:27:45","slug":"tackling-drink-spiking-almost-impossible-according-to-experts","status":"publish","type":"post","link":"https:\/\/sheffieldwire.co.uk\/index.php\/2024\/05\/03\/tackling-drink-spiking-almost-impossible-according-to-experts\/","title":{"rendered":"Tackling drink spiking \u2018almost impossible\u2019 according to experts"},"content":{"rendered":"\n<p>New data has revealed only a fractional amount of spiking reports in the UK lead to a conviction, as experts warn tackling the wave of drink spiking is \u201calmost impossible\u201d.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/understanding-and-tackling-spiking\/report-understanding-and-tackling-spiking-accessible\">Between May 2022 and April 2023 police received 6,732<\/a> reports of needle and drink spiking, but only 61 people were convicted for spiking related offences last year.<\/p>\n\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/17787813\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n\n\n\n<p>Professor Nicole Westmarland, Director of the Durham Centre for Research into Violence and Abuse, says a single law will only be effective if other issues such as testing are addressed.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"600\" src=\"https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/nicole-westmarland.jpg\" alt=\"\" class=\"wp-image-64617\" style=\"width:402px;height:auto\" srcset=\"https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/nicole-westmarland.jpg 600w, https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/nicole-westmarland-480x480.jpg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 600px, 100vw\" \/><\/figure>\n\n\n\n<p class=\"has-text-align-center\">Professor Nicole Westmarland has advised police and the government on spiking. We already have laws against poisoning people which is what spiking is.<\/p>\n\n\n\n<p>\u201cUntil we know the motivations behind spiking we really are operating in the dark in terms of how we identify suspects, how we build evidence against them and what we do for crime prevention. It\u2019s one part of the jigsaw, but if it\u2019s introduced without improvements in drug testing it\u2019s not going to get us very far.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/www.apa.org\/pubs\/journals\/releases\/vio-vio0000060.pdf\">A study carried out by the American Psychological Association<\/a> found the most common reason for spiking someone\u2019s drink was \u2018for a laugh\u2019, but no such study has been done in the UK, and without knowing why people carry out spiking, effective action is impossible to implement.<\/p>\n\n\n\n<p>She said: \u201cIt is the million dollar question and we don\u2019t know the answer to that. Just identifying those perpetrators is incredibly difficult and therefore studying the motivations is incredibly difficult.<\/p>\n\n\n\n<p>\u201cIs it a small number of perpetrators that are going around spiking lots of people, or are lots of people spiking? There\u2019s very basic questions we don\u2019t have answers to, which means designing effective intervention is almost impossible because we\u2019re doing it without any knowledge of the motivations.\u201d<\/p>\n\n\n\n<p>Another issue facing police is a lack of evidence, as tests for spiking carried out in hospitals are not admissible as evidence in court, and by the time people do get tested any drugs may have left their system.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/2.png\" alt=\"\" class=\"wp-image-64605\" srcset=\"https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/2.png 1024w, https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/2-980x735.png 980w, https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/2-480x360.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) 1024px, 100vw\" \/><\/figure>\n\n\n\n<p>Professor Westmarland said: \u201cThere\u2019s a period of time that passes before somebody thinks maybe they were spiked and they need to go to the police, so there\u2019s a big gap in evidence, and a big gap in the victim\u2019s knowing what has been put in their body. The drug testing we have is very limited in what it\u2019s able to pick up.<\/p>\n\n\n\n<p>\u201cBut even tests that are sent away for forensics can only show what drugs someone hasn\u2019t been spiked with. It still doesn&#8217;t mean someone hasn\u2019t been spiked with over-the-counter drugs, additional alcohol and a whole range of other things.\u201d<\/p>\n\n\n\n<p>Alcohol is the most common substance used to spike someone\u2019s drink, but it is not an offence to add additional alcohol to a drink already containing alcohol without consent.<\/p>\n\n\n\n<p>Dawn Dines, CEO of<a href=\"https:\/\/stampoutspiking.org\/\"> Stamp Out Spiking<\/a>, a charity which offers training to bar staff and police to deal with spiking, has called on the government to make spiking a single offence to improve the low conviction rate.<\/p>\n\n\n\n<p>She has been campaigning to raise awareness about spiking since 2004 and appeared as an expert witness at parliament during a public inquiry into spiking in 2022.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"400\" height=\"400\" src=\"https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/Dawn-Training-qbyu749q0rd9u2ztt5qxoaqwsltsdzduiocbuxdxgg.png\" alt=\"\" class=\"wp-image-64611\" srcset=\"https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/Dawn-Training-qbyu749q0rd9u2ztt5qxoaqwsltsdzduiocbuxdxgg.png 400w, https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/Dawn-Training-qbyu749q0rd9u2ztt5qxoaqwsltsdzduiocbuxdxgg-300x300.png 300w, https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/05\/Dawn-Training-qbyu749q0rd9u2ztt5qxoaqwsltsdzduiocbuxdxgg-150x150.png 150w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/figure>\n\n\n\n<p class=\"has-text-align-center\">Dawn Dines founded Stamp Out Spiking in 2019. Credit: Stamp Out Spiking<\/p>\n\n\n\n<p>She said: \u201cI realised that after speaking to people from all over the UK there\u2019s a problem with the system. I campaigned to get the antiquated act updated to make sure that spiking was put into the wording. It really does need a specific offence code.<\/p>\n\n\n\n<p>\u201cI understand there\u2019s a lot of issues going on but at the end of the day we still have men and women getting raped and robbed and humiliated and being put in a dreadful position and that\u2019s still happening every week.\u201d<\/p>\n\n\n\n<p>Other campaign groups such as The Egalitarian, which offers a space for victims to share their experiences anonymously, and Spike Aware who support victims who feel uncomfortable going to the police, have also called for a single law to cover spiking.<\/p>\n\n\n\n<p>As well as issues with testing, a lack of coordination between health services and the police, proper training for bar staff, and 97% of cases going unreported, all make addressing spiking extremely difficult.<\/p>\n\n\n\n<p>Last year the Home Secretary James Cleverly announced <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-67742999\">more funding would be given to train bar staff and police and improve testing<\/a>, but no change in the law was on the table. Cleverly was heavily criticised after<a href=\"https:\/\/www.theguardian.com\/politics\/2024\/jan\/02\/james-cleverly-says-spiking-joke-clearly-caused-hurt\"> joking about spiking his own wife at a reception<\/a>, but Ms Dines wants to keep the focus purely on the law.<\/p>\n\n\n\n<p>She said: \u201cI am sure if he (Cleverly) knew what rohypnol does to a person he wouldn\u2019t be joking about it, it just reiterates the need for urgent education across the whole forum.<\/p>\n\n\n\n<p>\u201cI had to make a decision to not make a big thing over it to make sure I was staying focussed on the mission at hand and to stop men and women getting robbed and being abused.\u201d<\/p>\n\n\n\n<p>Keir Starmer<a href=\"https:\/\/news.sky.com\/story\/spiking-would-be-made-specific-criminal-offence-under-labour-sir-keir-starmer-announces-12865885\"> pledged to make spiking a single offence<\/a> should Labour win the next general election, yet without additional measures spiking is likely to remain under-reported and easy to get away with.<\/p>\n\n\n\n<p>A cycle of failure has led to spiking becoming a normalised crime, and until the cycle is broken and effective measures are implemented, it will continue to happen and perpetrators will continue to evade justice.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Until a single law is introduced, tackling the wave of drink spiking in the UK is \u201calmost impossible\u201d and only a small step, according to experts.<\/p>\n","protected":false},"author":146,"featured_media":64627,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":"","footnotes":""},"categories":[1803,1],"tags":[178,1879,68,184,1880],"class_list":["post-64602","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-campaigns-drink-spiking","category-uncategorized","tag-crime","tag-drink-spiking","tag-health","tag-police","tag-spiking"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
