{"id":50541,"date":"2024-02-19T13:56:44","date_gmt":"2024-02-19T13:56:44","guid":{"rendered":"https:\/\/sheffieldwire.co.uk\/?p=50541"},"modified":"2024-05-16T09:18:06","modified_gmt":"2024-05-16T08:18:06","slug":"homeless-people-at-risk-of-being-criminalised-by-council-plan-charities-and-public-say","status":"publish","type":"post","link":"https:\/\/sheffieldwire.co.uk\/index.php\/2024\/02\/19\/homeless-people-at-risk-of-being-criminalised-by-council-plan-charities-and-public-say\/","title":{"rendered":"Homeless people at risk of being criminalised by council plan, charities and public say"},"content":{"rendered":"\n<p><strong>A draft proposal which would criminalise begging and loitering in the city centre has been criticised for marginalising the homeless by charities and the public.&nbsp;<\/strong><\/p>\n\n\n\n<p>The Public Spaces Protection Order (PSPO) has received backlash that it will drive homelessness into other parts of the city rather than addressing its causes.<\/p>\n\n\n\n<p>The policy, <a href=\"https:\/\/haveyoursay.sheffield.gov.uk\/proposed-city-centre-pspo\">which is open to public consultation<\/a>, has been pitched by the council to tackle antisocial behaviour.<\/p>\n\n\n\n<p>Benjamin Archer, a law lecturer at Sheffield Hallam University who specialises in anti-social behaviour and public space management, said: \u201cPSPO\u2019s are a tool to deal with symptoms of behaviour rather than addressing its root causes.<\/p>\n\n\n\n<p>\u201cThey disproportionately target vulnerable groups through financial penalties and open them up to a cycle of criminality.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"410\" height=\"1024\" src=\"https:\/\/sheffieldwire.co.uk\/wp-content\/uploads\/2024\/02\/Diabetes-at-a-Glance-410x1024.jpg\" alt=\"\" class=\"wp-image-50544\"\/><\/figure>\n\n\n\n<p>The PSPO is designed to crack down on antisocial activities, but many issues such as drug-taking and public drinking are already covered by other laws.&nbsp;<\/p>\n\n\n\n<p>This has led to the view that the policy\u2019s only purpose is to tackle begging and loitering which are not currently illegal.&nbsp;<\/p>\n\n\n\n<p>As part of the PSPO, temporary structures such as tents would be banned, while anyone sleeping rough could be charged for \u2018loitering\u2019.<\/p>\n\n\n\n<p>The Archer Project, a charity for homeless people based at the Cathedral, said: \u201cIf people are without accommodation, excluding them from the city centre will only lead to homelessness elsewhere and the city doesn\u2019t want that either.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Sheffield reacts to the proposed Public Spaces Protection Order\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/byPYrH35P1c?feature=oembed\"  allow=\"accelerometer;
